5.4 packages updated

I rerolled a few 5.4 packages to incorporate some recent security
updates.  All mirrors, please resync the */packages-5.4-release/
directories.  I do not plan to make further changes to the 5.4-release
package sets unless something catastrophic happens.

Also, I uploaded the ia64 package set for 5.4-R.
