Get things into place (formally)

Ok guys, I'm happy to announce a new hat for our victim: "Mirror Site
Coordinator" as Ken Smith <kensmith at cse.Buffalo.EDU>.

This position will handle:

  o Current list of {ftp,cvsup,www}.FreeBSD.org and it's contact
  o Current list of CC.FreeBSD.org delegation information
  o Request of new official mirrors

and other things on hubs at .

I've set up mirror-admin at FreeBSD.org alias for an official contact
address of this position which includes Ken (and me as backup).  Ken
can add other person to this position if he wants.

I think first task for him is to update articles/hubs/article.sgml
appropriately.
