Update to 0.28.

Requires new dependency, new port textproc/hs-parsec-numbers.

samples/xmobar.config now installed in EXAMPLESDIR instead of DATADIR.

Not included in patch, but petition to add XFT to OPTION_DEFAULT. A default
installation of X11 will depend on libXft anyway.
