Idea: Blockchain CAPTCHA

Apologies if this is the wrong list, but you seem the most likely candidates to know how possible/practical this is.
I hate captchas as much as the next guy and probably more than a lot of people because my sight isn't what it used to be. However, privacy is more of a concern and I have a hate-hate relationship with Google that gets deeper with every piece of web it steals/buys.
Since it bought ReCaptcha I've found myself increasingly in a position where I can't avoid Google as it's preventing access to sites I need to access (including some government ones).
Hence it seems we need a more open and privacy respecting solution for "essential" services. I don't understand enough of blockchain to know how practicat this is but it does appear to offer a potential solution to the problem of anonymous (anonymising) Turing tests.
I hope we can get some positive ideas here - if it's not possible or practical, then that's great but I've been upfront about how I feel about Google (and others) and I feel strongly that we need to take back the web a little bit at a time: the way that Tim B-L intended.
