As far as I know snmptranslate looks for its mibs in
/usr/local/share/snmp/mibs/ as its part of net-snmp
having it there works for me
[root at banshee /usr/local/share/snmp/mibs]# snmptranslate -m all
.1.3.6.1.4.1.12325.1.1111
BEGEMOT-MIB::begemot.1111
[root at banshee /usr/local/share/snmp/mibs]# ls -la JAIL-MIB.txt
- -rw-r--r-- 1 root wheel 2548 Mar 24 21:07 JAIL-MIB.txt
[root at banshee /usr/local/share/snmp/mibs]#
