linux_base-8 is apparently not new enough:

$ pkg_which /usr/compat/linux/lib/libgcc_s.so.1
linux_base-8-8.0_6
$ nm /usr/compat/linux/lib/libgcc_s.so.1 | grep GCC_
00000000 A GCC_3.0

The SUSE-9.0 machines here at work do provide the GCC_3.3 symbol, so
maybe try linux_base-suse-9.2, or linux_base-rh-9.
