CVSup and Attic files

You are right.  The patch took away the ability to refuse Attic files.
I know that's an inconvenience for some folks, but I think it better
matches CVSup's overall philosophy of Attic files -- namely, that the
Attic is a historical CVS quirk that ought to be hidden as much as
possible.
