The ports r423014 changed defaults in Mk/Uses/localbase.mk file from
LDFLAGS+=-L${LOCALBASE}/lib to LIBS+=-L${LOCALBASE}/lib. This affected proposed
patch in this PR. I proposed to return defaults in bug 212987 comment 18. I
reverted proposal for USES+=localbase (even if USES+=localbase:ldflags is
possible) for new attachment, because of this.
