"sysctl kern.ipc.shm_allow_removed=1" fixed this same symptom for me on two
all-package 10.2-RELEASE-p16 amd64 hosts, both with gimp-2.8.16,2.  One host
was a Fusion VM, and the other a ThinkPad X230.  Thank you!
