Proposed patch for x11-fonts/fontconfig (since 419065 revision)

Patch to update x11-fonts/fontconfig port from 2.11.1 to 2.12.0 version.

- Add license information
- Pet portlint
- Rework installation of man pages
- Remove patch, fixed by upstream
- Regenerate patches
- Adapt pkg-plist

Tested with using poudriere on FreeBSD 9.3 amd64 and native build on FreeBSD
10.2 amd64
