upgrade gimp, gimp-app and py-gimp to 2.8.16

GIMP 2.8.16 has been released. The upgrade is nearly straight-forward.
This touches graphics/gimp, graphics/gimp-app and graphics/py-gimp. poudriere
logs for these are included.
