patch to enable proper support on mips/mips64

Add support to fontconfig for mips/mips64 via the attached patch from Stacey. 
Patch sets up a proper #define for fc_atomic_ptr_cmpexch() on these
architectures.  

Buildtested amd64, armv6, mips and mips64:
