Build error linking to libneon.so (/usr/local/lib/libneon.so: undefined reference to `SSL_SESSION_cmp')

After FreeBSD 8.1 released, I am hoping to get my patch[1] commit into  
ports tree by remove neon28 and get all ports to depend on neon29. It will  
need to be tested in the pointyhat first, though.
