It looks like you're trying to upgrade your gnomepanel to a new version.
(Is this correct?) If so, you need to use the GNOME upgrade script.
Check out http://www.freebsd.org/gnome/docs/faq210.html for more
information on how to upgrade with no problems.
If you're not trying to upgrade, and you're trying to install gnomepanel
for the first time, please follow the instructions in the error message
and use the gnomelogalyzer.sh script.
