add pstoedit as a dependency to inkscape

Whilst I am not a developer or ports maintainer, I DO really appreciate, as a
user, ports that have additional optional "extensions" associated with a
port, made available through build options (with notices in the Makefile). I
use this functionality A LOT in several ports, such as MPlayer.
As a "user" of Inkscape, and FreeBSD ports in general, I "vote" for the
inclusion of an optional make functionality for PSTOEDIT for INKSCAPE, with
some comments as has been done with MPlayer - or at least something to
indicate WHY PSTOEDIT would be useful.
