fontconfig dependency not properly handled

Hello:
	I just tried to compile ports/x11-fonts/fontconfig, and it dies
with:

===>  Building for fontconfig-2.2.90_3
/usr/libexec/ld-elf.so.1: Shared object "libintl.so.4" not found
*** Error code 1

Stop in /usr/ports/x11-fonts/fontconfig.


	Now I don't know why it's missing, but I'm pretty sure this
should be handled automatically.  What's up?
