ifdef USE_64 here is arbitrary given USE_PPC_CRYPTO is disabled on big-endian
out of caution (see comment in lib/freebl/gcm.h). Either USE_PPC_CRYPTO should
be enabled or -mcrypto -maltivec -mvsx limited to little-endian.
