For ignored ports, it's a problem with the LICENSE. But I think you can add
LICENSE_PERMS=  dist-mirror pkg-mirror auto-accept

and 
NO_CDROM=       Commercial users must seek permission from copyright holders.

As emulators/snes9x does.
