_GCC_RUNTIME is missing "gcc", it should be "${LOCALBASE}/lib/gcc${_GCC_VER}". 
I'm also thinking we should prefix private variables with _FORTRAN or something
so they are less likely to interfere with bsd.gcc.mk.
