2nd version of the patch

New version of the patch:

- science/scilab
  unfortunately Scilab still uses deprecated functions
  => buld lapack with deprecated funtions to fix it.

- science/py-phono3py
        patch lapacke.h -> lapacke/lapacke.h

The remaining problem is biology/treekin.
