ATA fails to add new disks (atacontrol reinit)

Is it expected that an "atacontrol reinit <channel>" won't find new 
disks but will delete removed disks?

Looking over the ata_reinit() / ad_reinit() code, it should be possible 
to probe and find new drives when userland
asks to redetect them.
