Add fa_IR.UTF-8 language and articles/ipsec-must translation

Following English terms and words are well established in modern Persian
language and there's no need to be translated: Link, Kernel, Source, File, IP
Header and  Protocol.
Translating word "Version" to "نسخه" implies Edition.
Translating word "Extension" to "افزونه" implies Plugin.
"kernel's config File" is a very specific term in FreeBSD terminology.

Recommendations:

Link => لینک
Kernel => کرنل
Source => سورس
File => فایل
IP Header =>  IPهدر
Protocol => پروتکل
Version => ورژن
Extension => اکستنشن
"kernel's config File" => فایل کانفیگ کرنل
