The manual page is saying that you can define arbitrary startup scripts using
the "local_startup" variable set in rc.conf. If you want to call them /opt/xyz
(or anything else) there's nothing to stop you. It doesn't look there by
default. Some Linux types like to put things in /opt so it's a good example to
choose.
