The Handbook eresources chapter is a mess.
Mailing lists mentioned in the first section are not in the other,
and vice versa.
This patch attempts to make both lists consistent. It is a good
start, but much more work will need to be done.
Note 1: I have not yet build-tested this or run it through igor. That
needs to be a Junior Handbook Hacker text.
Note 2: the whitespace of the added text is undoubtedly wrong. This
is more of a "here's what's missing" patch.
Note 3: for the verbose descriptions, I have copied-and-pasted from
what's in mailman. In some cases these descriptions are ungrammatical,
archaic, and incomplete. Someone else will need to pick up the task
of updating those.
Note 4: there are two mailing lists that are completely missing a
verbose description in mailman; see docs/176123 and docs/176125.
I have included a stub for these two.
