RFC: standardizing SVN properties in the doc repo

Sorry, I meant Peter's config file if it is maintained somewhere. I
got it from somewhere but I don't know from where and I don't know if
it has been further improved since then. We should take it, extend it
and put it somewhere into the doc repo.
