They are similar acronyms, but distinct. An APIC is an interrupt
controller, and disabling it can avoid problems with interrupt storms,
but is unlikely to affect power handling.
If you re-read that section of the Handbook, you will see that it
refers to disabling the APIC, not ACPI.
