Part of the reason for the different manpage footers is because the
machine that serves the on-line manpages for the Web site is a FreeBSD
4.11 machine, so that's the OS revision that gets put into the footer.
This is not to say this PR is any more or less relevant, but that's why
it is the way it is.

I just realized this while I was investigating a nearby issue this morning.
