Right-to-left Languages in FreeBSD docs

I haven't heard of anyone working on this.  I actually have no idea
what is required to support such languages, but I would be suprised if
it isn't somehow possible with our DocBook framework.

If somebody makes patches I'm sure they can be committed :-).
