FreeBSD web build failed on freefall.freebsd.org

Hi Alexey,

I can reproduce the error if i use make GEN_INDEX=yes in the russian
handbook (/usr/doc/ru_RU.KOI8-R). (at least 2 days back when i first
saw the build breaks).
