Well, actually, GEN_INDEX=1, but it should go through making index, and I can 
see the results (I seen the line
/usr/bin/perl /usr/local/share/sgml/docbook/dsssl/modular/bin/collateindex.pl 
-i doc-index -N -o index.sgml)

You can see the results on freefall under
