docs/68595: [PATCH] add FAQ entry for lock order reversals

I added LOR to the glossary a few days ago.  It includes a URL to the
list page.

I noted that the glossary does not seem to be built in the version of
the handbook that is displayed on the website as well at that time.
There seems to be a Makefile flag to turn it on.  Does anyone know
why that flag is not on for the www page?
