I like the idea of this file being more actively taken care of.

As far as I can tell there is nothing similar to this anywhere in
the doc/ area so it doesn't seem to "fit" there, at least for its
current use.  If we aren't going to do anything other than copy
that file to README.TXT on ftp-master my vote would be for putting
it into projects/.

But...  If you were thinking as part of doing this maybe we should
add to its current use by providing translations of it then it might
fit more with option (2) above.  Maybe a README.TXT.JP, etc.?  I'm
not sure how best to organize it, having too many translations would
clutter up the top-level FTP directory quite a bit.
