[CFR] bootpd manpage enhancements

Hi,
The attached patch does several things to the bootpd(8) manpage:
- makes the interaction between -i and -s explicit;
- sorts the options taking arguments in the synopsis;
- documents the -h hostname option, which seems to have been present
ever since rev. 1.1 of bootpd.c.
