We don't use a localized urls.ent and &url.main; was removed
in revision 1.5 of share/sgml/urls.ent.

I'll commit a fix today.

Revision 1.5 of urls.ent was commited on July 26, I'm wondering
why the build didn't break at that time.  Aren't the translated
documents built at least once a day?
