txt and html versions of the handbook on ftp-master broken

Sorry it's taken a while -- I've been fighting with broken KDE installs
on my main box.
Anyway, I've confirmed that the correct files are on the build server,
and they're also on ftp-master.freebsd.org, where the other mirrors are
supposed to sync from. I'm going to get the FTP admins involved,
because it looks like this is related to the FTP mirroring, rather than
the doc chain.
