kldload(8) has the following under the FILES section:
FILES
/boot/kernel directory containing loadable modules. Modules
must have an extension of .ko.
This directory only exists in 5.x, not 4.x. The directory in question
for 4.x is /modules.
This 'bug' was introduced in rev 1.7.2.9.
