build in /usr/doc fails on images

I'm running 5.1-BETA (from May 8) and groff 1.19 (I asume you meant
1.19?) and I haven't exprerienced any problems.
Could be a change after May 8, or perhaps some old left over files? My
5.1-BETA was installed from scratch.
