Turkish character sorting on PostgreSQL

Hello,

I think, I managed to give full Turkish locale support by modifying
/usr/src/share/colldef/la_LN.ISO8859-1.src file.

I made some tests, It is working fine.  I will submit a new PR.
Also please find the attached patch for the people who want to test
it.
