pkg problem on FreeBSD 13.0-CURRENT

I'm seeing:

Installing pkg-1.10.5_5...
Extracting pkg-1.10.5_5: 100%
ld-elf.so.1: Shared object "libssl.so.9" not found, required by "pkg"

    If it's only the certificate issue, try this:
    
    cd /usr/local/etc
    cp pkg.conf.sample pkg.conf
    vi pkg.conf
    -------------
    PKG_ENV : {
            SSL_NO_VERIFY_PEER: 1
    }
