PKGBase installs openssl with pkg install -g 'FreeBSD-*'

Use pkg-static until you have a new pkg package linked to the new libssl
to upgrade pkg to.
Another option is preserving a copy of libssl.so.8 (and the related
libcrypto too most probably) before pkg upgrade
