This is an arm host or cross-building?

The error suggests HOST_CC got the wrong value.
You should be able to look at

/usr/obj/clang/arm.armv6/usr/src/lib/ncurses/ncursesw/make_keys.meta

to confirm whether the right toolchain was used.
