xterm-basic in /head doesn't define ti/te capabilities anymore per r200503.
So, there is no more need to hide them via `@', e.g. `:ti@:te@:' in `xterm'.

  $ getcap -c ti -f /etc/termcap xterm-basic || tset -S xterm-basic | sed 'y/:/\n/' | fgrep ti

It was probably too minor of an issue to be mentioned in UPDATING.
