usr.sbin/wpa/wpa_passphrase/Makefile not being updated?

Hi Boris,

this is a good catch - seems like the svn exported might be choking on 
something.  The latest version in cvsweb is 1.2, too.  This should also be the 
reason why the tinderbox has been acting up.
