Proxy isn't read by chrome from kde4

As a workaround you can use --proxy-server at the command line, bapt
has patched chromium to use kqueue to detect proxy settings changes
under KDE.
Maybe something changed in the way which KDE stores the proxy
settings, i will take a look at it.
