	Perhaps as a default that can be changed, this might be okay. 
Otherwise, ensure that English/QWERTY is available and selectable in 
all country definitions.  Don't just force me to use either French or 
Dutch with an AZERTY keyboard layout, just because I live in Belgium.

	Also, if you're going to go this route, make damn sure you cover 
all possible languages in the respective country, not just the main 
languages -- 5% of the population of this country speak only German, 
and would probably not know what to do with an OS that insisted that 
they could only speak either French or Dutch, just because they live 
in Belgium.


	Moreover, keep in mind that in many countries, you're closer to 
large parts of other countries than you might be to other parts of 
your own country.  For example, in Belgium, depending on your ISP, 
you may be closer to sites elsewhere in Europe or even in the US, 
than you are to other parts of Belgium.  Don't just force me to use a 
Belgian download site as my only choice, just because I happen to 
live in Belgium.


	This whole process is a lot more complex than you might think.
