tzdata2020a was released yesterday and I already imported the new release in
FreeBSD-head.  I'll merge this to stable/12 and stable/11 next week.  An errata
notice and updates to supported releases will be issued shortly after that.

I aim to keep FreeBSD closely in sync with upstream tzdata.
