GENERIC-NODEBUG fails to boot since r363887

I have not been able to even complete buildkernel for GENERIC-NODEBUG on rpi4
ever since I started trying about a week agё.

GENERIC builds, installs and boots fine though. GENERIC-MMCCAM builds,
installs but drops to ddb> when it tries to load the kernel.
