xorg 1.20.7 on Raspberry Pi

I recently updated xorg on my RPi model 2 from 1.18.4 to 1.20.7 and
discovered it no longer works because 24bpp is no longer supported:
[  7740.090] (II) scfb(0): Using: depth (24),   width (1920),    height (1080)
[  7740.090] (EE) scfb(0): Specified fbbpp (24) is not a permitted value

I've done some searching online and the "solution" is to remove
"framebuffer_depth=24" from the boot config.txt (the default is
16bpp).  Unfortunately, I don't have that line and even explicitly
setting "framebuffer_depth=16" doesn't change the actual depth.

I've tried several different versions of firmware - none of which helped
(and generally broke other things).  I'm currently running the firmware
embedded in the FreeBSD 12.1-RELEASE ISO image.

Does anyone have any suggestions?
