Yes I wrote sws for a project I consulted on several years ago.

I never heard of fossil.  I will have to check it out.

Per the man page sws runs out of inetd, so when not actually speaking
to a client it is not in memory and not running.  That is one reason I
use it for static content on small boxes.

The main site for sws is http://prd4.wynn.com:8080/ where the man page
can be seen without grabbing the whole tarball, but sws is really
small, so grabbing the archive is not a big deal.
