I agree. I think the discussion is just if it is misleading or incomplete.

I'm not sure I follow your reasoning here. Maybe the brackets are unnecessary grammatically but I don't think they change the meaning of the sentence. As long as the processes in question were indeed in a short term uninterruptible wait the man page seems to be completely correct. I assume you see the sentence as having a different meaning though I'm afraid despite re-reading I still can't see an alternative interpretation. 

Anyway I don't want to get into a bike shed debate. I think the man page has described the presumed situation quite well but if others want it changed to something else I don't mind as long as its no worse than what we have now.
